Hungary: government review
30 September 2027
Government Resolution 1303/2026 (IX. 18.), point 10.4, orders a review of the accessibility of public sector bodies' websites and mobile apps, with development proposals, by this date.
What the law requires, and where we help
The Web Accessibility Directive (EU) 2016/2102, in Hungary Act LXXV of 2018, sets four duties for public sector bodies.
Accessible websites and apps
- The rule
- Content must meet the harmonised standard EN 301 549, which means WCAG 2.1 level AA.

Periodic monitoring
- The rule
- A designated monitoring body checks public sector websites periodically, using the EU methodology (Implementing Decision (EU) 2018/1524).

These duties aren't new: they have applied since 23 September 2019 to websites published after 23 September 2018, since 23 September 2020 to all other websites, and since 23 June 2021 to mobile apps.

What the duty doesn't cover
The directive leaves some content out (Article 1(4)). The ones that come up most on a municipal website:
- Office documents (PDF, Word, Excel) published before 23 September 2018, unless they're needed for an active administrative process.
- Pre-recorded audio and video published before 23 September 2020.
- Third-party content the body neither funds, develops nor controls.
- Archives: content not needed for active administrative processes and not updated or edited after 23 September 2018.
Where meeting a requirement would be a disproportionate burden, the statement must explain why (Article 5). Our PDF checks flag every linked document; deciding which ones are exempt is up to the body.
